  The economy can't take on more burdens during a recession

Raising taxes during a recession? That's crazy, and that's what carbon trading amounts to. Carbon trading raises expenses for polluters, who then pass on a portion of those expenses to consumers. So, the company is going to selling less, at greater cost. Even if Obama can convince Congress to pass something like this during the middle of a recession, it won't be as demanding as it would be otherwise, and the number of allowances given would be enough to ensure the price of credits wouldn't go too high.

  Carbon Trading is Not a Long Term Solution

Although certainly better than the alternative of doing nothing, carbon trading is not a long term solution. It is akin to "moving deck chairs around on the Titanic" and is not a sustainable model in and of itself. Enterprises that are capable of reducing their carbon footprint through innovation, technology, and process re-engineering will have a more sustainable business model. They also need to look at the entire supply chain within which they operate, from cradle to grave.
