Doesn't the fact that governments control the supply of carbon credits disrupt the market? Carbon credits are assets for some firms and they become devalued when a government decides to issue more carbon credits. Though governments tend to warn about these moves, utility companies in Europe have been slow to trade their carbon credits to generate profits. This is likely to change as the market stabilizes and becomes more efficient.
