There is an additional facet to this complex issue. Simply stated the Communist government of China has staked its legitimacy on the continuing growth of the economy. This implies that the government must secure sufficient energy supplies which fuel the economy at any cost or else their claim to power will become significantly weaker. Communist ideology within the country has very little sway these days, and thus the government must deliver economic expansion. The ramifications are that the government will continue to heavily subsidize fuel purchases, turn a blind eye on energy efficiency, and seek new supplies of various fuels around the world. I agree that this is likely to come to a head on the geopolitical stage as Chinese interests clash with Western interests.
