Baker Appoints Mark Tillotson to Construction Technical Services Manager for Federal Programs

Mark Tillotson, P.E., PMP, has been appointed Construction Technical Services Manager for Federal Programs of Michael Baker Jr., Inc., an engineering unit of Michael Baker Corporation (NYSE Amex:BKR). He will be responsible for construction management, construction inspection, cost estimating, scheduling, constructability review, commissioning, dispute resolution, value engineering and safety for projects performed by the Company’s federal business line. Other responsibilities include conducting business/market analysis, development of marketing collateral, winning and performing work, resource planning to execute work and the integration of construction services into other Baker business units.

Tillotson was formerly regional operations manager for 14 Baker offices across the United States supporting FEMA’s Map Modernization Program, a $750 million effort over five years to modernize the flood insurance maps for 92 percent of the nation’s population. Before joining Baker, Mark retired from the Army after 28 years. Mark’s last Army assignment was at the Headquarters, U.S. Army Corps of Engineers (USACE) where he was the executive director for Military Programs which executed a $13 billion worldwide construction program. His other USACE assignments included District Engineer in Omaha; Deputy District Engineer, Japan; and Resident Engineer, Turkey.

Tillotson is a West Point graduate and holds a Master’s Degree in Civil Engineering from the University of Texas. He has a second Master’s Degree in National Resource Strategy from the Industrial College of the Armed Forces. He is a registered Professional Engineer in the state of Texas and a Project Management Professional (PMP).
