Building nuclear power plants costs $6-$10 billion. Some of that is funded through low or no interest lows offered by the government. Most, however, comes from issuing debt in the markets, which, at the moment, isn't eager to put money into a losing industry. With oil prices back on the decline, and the cost of capital on the rise, Exelon is in a tough place.
