Because China is under a Communist regime, the country has been somewhat blind to the technological advancement of the 90's. Without embracing the 'information revolution,' they will never be able to produce enough to make PetroChina into a stock of any major significance. Only when computers are fully integrated will there be potential for China's oil supply.

China has frozen the cost for gasoline, natural gas and electricity to prevent further inflation. This price cap limits PTR in how competitive it can be against other major oil companies. The government of China has stated that there will be no change to this policy in the near future.
