In the past decade, deep-discount brands have grown significantly, especially in the five years following the signing of the MSA.
In response to deep-discount pricing and other pricing pressures in the marketplace, the major manufacturers increased promotional spending significantly and, in some cases, lowered their wholesale list prices. The growth of the deep-discount tier has moderated since 2002.
