Casual reading suggests that clean water will be essential to the healthy development of business and populations in China as workers by the millions improve from peasant class to middle class.
Despite historic indifference regarding the minutia of every day life (away from the publicized cities,) that the Communist Party has exhibited, it must recognize the need for cities to function safely. And that means clean water.
Corporate applications in steel manufacture, etc. are important--and consistent with Chinese political and business goals. It is difficult to imagine that dirty water will be an acceptable since it creates immunodeficienties and hence national security issue, e.g. H1N1 Influenza.
I do not know much, nor do I have a position, but am looking at this carefully, and welcome more informed commentary.
