Off-shoring is moving business functions across national borders, typically from the country where a business's primary market is located to a lower-cost country. Unlike out-sourcing, off-shoring does not imply that one business contracts another to manage the function that is off-shored. Many U.S. manufacturers own and operate plants off-shore.
