The PowerShares Zacks Small Cap Portfolio (Fund) is based on the Zacks Small Cap Index (Index). The Fund will normally invest at least 90% of its total assets in common stocks that comprise the Index. The Index is designed to identify a group of small-cap stocks with the greatest potential to outperform passive benchmark small-cap indexes and other actively managed U.S. small cap strategies.
