One needs to read the Trustee's Report, not the introduction written by others. You can make up your own mind. One suggestion is to read the thorough review of the actual numbers and accounting at Angry Bear Social Security series by Bruce Webb and here. Included are posts that address the inaccurate interpretations of the worker to beneficiary ratio, the trust fund, and the role of caps and such to help keep the system as a real pay-go system of workers funding workers' retirement, no help from the rich and no welfare. It is working well so far even under low-cost scenarios and even under current conditions should they occur in 2018 as well.

I think the actual trustees' report does not bear out your think on this. You might want to go back over it and re-think the interpretations a little.
